  3. Provide HIV testing or referral for testing to all Title X clients who request testing.

Served

The Title X program provides family planning and related reproductive health services to approximately 4.5 million clients annually through a network of 4,500 clinics. Clients are predominantly young women; most are members of low-income families, and 30 percent are adolescents and 33 percent are below age 25.

Constituency
Involvement

For non-profit grantees, clients participate on boards of directors. For all grantees, clients participate on committees approving all information and education materials.
