Goal To preserve of an effective fighting force through prevention of HIV infection.
Objective #1
  1. Prevent HIV infection in service members.
  2. Reduce the number of new active duty HIV infection by 20 percent by 1997 based on a 1995 baseline figure of 204 persons for all services.
Action Steps
  1. Provide basic information on HIV transmission and risk reduction for new recruits, civilian work force members, and officers.
  2. Require education and general military training on methods of transmission and approaches for avoiding transmission, including barrier methods, avoidance of intravenous drug use, and use of universal precautions.
  3. Provide training for personnel, instructors, and peer educators
  4. Support "train the trainer" courses to develop multidisciplinary teams from medical, dental, nursing, and public health corps for promoting HIV and AIDS education
Objective #2

Ensure safety of the Armed Services Blood Program Office (ASBPO).

Action Steps
  1. Advise service personnel with serologic evidence of HIV infection or repeated ELISA reactivity, but Western Blot negative or indeterminate, to refrain from donating blood.
  2. Employ ASBPO "Look Back Program" to trace contacts of identified positive donors who seroconvert after blood donation - trace and contact blood recipients.
