The President today announced the recess appointment of W. Michael McCabe to serve as Deputy Administrator of the Environmental Protection Agency (EPA). Mr. McCabe was nominated on November 16, 1999, and his nomination is currently pending before the Senate.
Mr. W. Michael McCabe, of Chadds Ford, Pennsylvania, served as the Regional Administrator of the EPA Middle Atlantic Region until his nomination last fall. As Regional Administrator, in cooperation with Governors and senior state officials, Mr. McCabe directed the implementation of federal environmental programs in the states of Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. From 1987 to 1995, Mr. McCabe was on Senator Joe Biden's staff. Mr. McCabe was Senator Biden's Communications and Projects Director serving as senior advisor on Delaware issues. From 1981 to 1985, Mr. McCabe served as Staff Director of the U.S. House of Representatives Energy Conservation and Power Subcommittee. From 1976 to 1979, he also served as Staff Director of the bipartisan Congressional Environmental and Energy Study Conference. In 1980, Mr. McCabe organized and directed the national commemoration of the tenth anniversary of Earth Day. From 1974 to 1976, Mr. McCabe served as legislative assistant to former Senator Gary Hart, where he specialized in environmental and energy policy, including the promotion of energy efficiency and renewable energy.
Mr. McCabe received a B.A. from Duke University.
The Deputy Administrator functions as chief operating officer for the EPA and works with the Administrator to provide Agency leadership. The Deputy also serves as the Acting Administrator in the Administrator's absence. Without the Deputy Administrator, the EPA is greatly hindered in fulfilling its mission.
