                     STATEMENT BY THE PRESS SECRETARY

     National Security Advisor Samuel R. Berger announced today the
appointment of Mary B. DeRosa as Special Assistant to the President and
Legal Adviser.  Ms. DeRosa replaces James E. Baker.

     Ms. DeRosa has been Deputy Legal Adviser at the NSC since 1997.  Prior
to that, she served as Special Counsel to the General Counsel at the
Department of Defense.  Ms. DeRosa was also on the staff of the Advisory
Board on the Investigative Capability of the Department of Defense, an
attorney in private practice with Arnold & Porter, and a law clerk on the
United States Court of Appeals for the Second Circuit.

     Ms. DeRosa is a graduate of the University of Virginia and the George
Washington University Law School.  She lives in Washington with her husband
Peter Bleakley and their son Nicholas.
