      PRESIDENT CLINTON NAMES DAVID R. ANDREWS FOR RANK OF AMBASSADOR

     The President today announced his intent to accord David R. Andrews
the Personal Rank of Ambassador in his capacity as Special Negotiator for
U.S./Iran Claims.

     Mr. David R. Andrews, of San Francisco, California, is a partner with
the law firm of McCutchen, Doyle, Brown & Enersen.  From August 1997 to
April 2000 he served as the Legal Adviser to the Secretary of State and as
General Counsel to the State Department.  As the Legal Adviser, Mr. Andrews
represented the United Sates in proceedings before the International Court
of Justice, the Iran/U.S. Claims Tribunal and the Inter-American Court of
Human Rights.  Mr. Andrews is a member of the Council on Foreign Relations
and its California counterpart, the Pacific Council on International
Policy.  He is also a member of the Permanent Court of Arbitration in The
Hague.

     Mr. Andrews received an A.B. and a J.D. from the University of
California, Berkeley.
