 PRESIDENT CLINTON NAMES GREGORY M. FRAZIER AS USTR,S SPECIAL TRADE NEGOTIATOR
                        FOR AGRICULTURE AND FOOD POLICY

     The President today announced his intent to nominate Gregory M. Frazier as
the United States Trade Representatives (USTR) Special Trade Negotiator for
Agriculture and Food Policy.

     Mr. Gregory M. Frazier, of Abilene, Kansas, joined USTR in March after
serving for five years as Chief of Staff for the Department of Agriculture.  Mr.
Frazier served as Chief of Staff at the Department of Agriculture from January
1995 to March of 2000.  Prior to that, he was a professional staff member for
the House of Representatives Permanent Select Committee on Intelligence and
Staff Director for the House Subcommittee on Wheat Soybeans and Feed Grains of
the Agriculture Committee.  From January 1977 until December 1986, Mr. Frazier
served in several capacities for then-Congressman Dan Glickman.

     Mr. Frazier received a B.S. from Kansas State University and a M.A. in
history from the University of Connecticut.

     Congress established the PAS position of Chief Agricultural Negotiator,
which supersedes his current position, Special Negotiator for Agriculture and
Food Policy. This Senate confirmed position facilitates his leadership of the
U.S. Government,s role in a series of multilateral and bilateral negotiations
that will affect all aspects of the world agricultural trade.
