PRESIDENT CLINTON NAMES GEORGE A. OMAS AS A COMMISSIONER OF THE POSTAL RATE
                                COMMISSION

     The President today nominated George A. Omas as Commissioner of the
Postal Rate Commission.

     Mr. George A. Omas, of Biloxi, Mississippi, was initially confirmed by
the Senate to serve as a Commissioner on the Postal Rate Commission in
July, 1997, and is presently serving as Vice Chair of the Commission.
Formerly, Mr. Omas was a staff member of the Sergeant at Arms Office in the
House of Representatives.  He has served as Staff Director for the
Committee on Post Office and Civil Service and the Sub-Committee on Census,
Statistics, and Postal Personnel.

     Mr. Omas received B.A. and M.A. degrees from the University of
Mississippi.

     The Postal Rate Commission (PRC) is responsible for recommending
postal rates and mail classifications for adoption by the Board of
Governors of the United States Postal Service.  The PRC may promulgate
rules and regulations, establish procedures and take any other action it
deems necessary to carry out its functions and obligations.  Additionally,
the PRC has  appellate jurisdiction to review Postal Service determinations
to close or consolidate small post offices.
