SAPIN AS VICE CHAIRMAN OF THE MERIT SYSTEMS PROTECTION BOARD President Clinton today announced the recess appointment of Barbara J. Sapin to serve as Vice Chairman of the Merit Systems Protection Board. Ms. Sapin was nominated on May 3, 2000. Ms. Barbara J. Sapin, of Silver Spring, Maryland, has served as General Counsel to the American Nurses Association (ANA) since 1995. Previously, Ms. Sapin served as ANA?s Labor Counsel from 1990 to 1995. From 1981 to 1990, she held several positions at the National Labor Relations Board including attorney for the Appellate Court Branch, Washington, D.C., field attorney in the Chicago Regional Office and Senior Counsel to a Board Member in Washington, D.C. Ms. Sapin received a B.A. in Psychology from Boston University and a J.D. from Columbus School of Law, Catholic University of America. She is admitted to the Bar in the District of Columbia. The Merit Systems Protection Board protects the integrity of federal merit systems and the rights of Federal employees working in the systems. In overseeing the personnel practices of the federal government, the Board adjudicates employee appeals from agency actions and conducts special studies of the civil service and other merit systems in the Executive branch to determine whether they are free of prohibited personnel practices. 30-30-30
