  PRESIDENT CLINTON NAMES EDWIN A. LEVINE AS ASSISTANT ADMINISTRATOR FOR
                         ENVIRONMENTAL INFORMATION
                     AND CHIEF INFORMATION OFFICER AT
                    THE ENVIRONMENTAL PROTECTION AGENCY

     President Clinton today announced the recess appointment of Edwin A.
Levine to serve as Assistant Administrator for Environmental Information
and Chief Information Officer at the Environmental Protection Agency (EPA).
Mr. Levine was nominated to the Senate on December 14, 2000.  This position
is vital for guiding agency information management, policy, and technology.

     Edwin A. Levine of Tallahassee, Florida has been serving as Deputy
Assistant Administrator of the Office of Environmental Information at EPA
since April 2000.  Prior to his duties with EPA, Mr. Levine served in a
series of IT (information technology) positions in the executive and
legislative branches of several state governments as well as in the private
sector.  From 1992 to 1993, Mr. Levine served as the Regional Director for
the EDS (Electronic Data Systems) Corporation where he was responsible for
the coordination, development, and communication of EDS' positions on
legislative policy in seven western states.  Mr. Levine also served as
Senior Policy Coordinator in the Office of Financial Management in the
state of Washington. In this capacity, Mr. Levine was responsible for the
development of information technology policy, strategic planning, and
budgeting processes used by the executive branch agencies. Mr. Levine
served as Vice-Chair for the National Conference of State Legislatures
Committee on Access to Information.  In addition, Mr. Levine received the
Charles McCarthy Award for Leadership in Information Services.

     Mr. Levine received his B.S. and an M.S. in Political Science from
Florida State University.

     The Assistant Administrator for Environmental Information and Chief
Information Officer at the EPA has direct responsibility for the Office of
Environmental Information, which provides supervision and direction in the
implementation of EPA's information programs. The purpose of this position
is to develop information and data planning to support the business needs
of the EPA and manage the strategic information planning and investment
processes of the EPA. This will advance the creation, management, and use
of information as a strategic resource to develop the EPA's information and
data plan system.
