President Clinton Names Marilyn Golden and Soy Williams to the Architectural and Transportation Barriers Compliance Board

      PRESIDENT CLINTON NAMES MARILYN GOLDEN AND SOY WILLIAMS TO THE
        ARCHITECTURAL AND TRANSPORTATION BARRIERS COMPLIANCE BOARD

     President Clinton today announced the reappointment of Marilyn Golden
and the appointment of Soy Williams to serve as members of the
Architectural and Transportation Barriers Compliance Board (Access Board).

     Marilyn Golden, of Oakland, California, is a Policy Analyst at the
Disability Rights Education and Defense Fund (DREDF), the nation?s foremost
national law and policy center on disability civil rights.  She has been
closely involved with the Americans with Disabilities Act through its
proposal, passage, and implementation.  She is the principal author of the
DREDF publication, The ADA, and Implementation Guide.  Ms. Golden also has
authored many articles, and received a number of awards for her efforts on
behalf of the integration of people with disabilities.  Ms. Golden received
a B.A. from Brandeis University.

     Soy Williams of Hume, Virginia, is the Government Relations Director
of the International Code Council, Inc. (ICC), which seeks to establish a
single set of comprehensive and coordinated model building codes for the
United States and beyond.  Ms. Williams has worked for organizations and
government agencies overseeing laws for disability rights, where her
primary accomplishments were in the areas of building codes, standards, and
regulations.  She was instrumental in developing policies and strategies to
influence the recommendations of the Federal Advisory Committees for the
purpose of revising the Americans with Disabilities Act Accessibility
Guidelines.  Ms. Williams received her B.A. in Architecture from the
University of California at Berkeley .

     The Access Board is a federal regulatory agency with a governing board
of 25 members.  The Access Board establishes minimum guidelines for
accessibility under the Architectural Barriers Act of 1968, the Americans
with Disabilities Act, the Telecommunications Act of 1996, and also
provides technical assistance on architectural, transportation, and
communications access.
