  PRESIDENT CLINTON NAMES RICHARD L. FRIEDMAN AS CHAIR AND MEMBER OF THE
                   NATIONAL CAPITAL PLANNING COMMISSION

     The President today announced the appointment of Richard L. Friedman
to serve as Chair and Member of the National Capital Planning Commission.

     Mr. Richard L. Friedman, of Cambridge, Massachusetts, is President and
CEO of Carpenter & Company, Inc. , a national real estate and investment
firm.  In 1968, Mr. Friedman founded Carpenter and is well known and
respected as a developer of urban projects such as the Charles Hotel
complex in Cambridge, the Logan Airport Hilton in Boston, Hyatt Regency
Hotels in Cambridge and Princeton, and the St. Regis Hotel and Condominium
Tower in San Francisco. Mr. Friedman has worked on complex urban solutions
and public-private partnerships with public agencies such as the Boston
Redevelopment Authority, Massachusetts Port Authority, San Francisco
Redevelopment Authority, Massachusetts Convention Center Authority, and the
planning departments of several cities across the nation.  Mr. Friedman has
been a guest lecturer at Massachusetts Institute of Technology's Center for
Real Estate, Harvard Business School, Harvard Graduate School of Design,
and Boston Architectural Center.  Mr. Friedman has also served on several
civic and business boards such as PNC Bank-New England, Steppingstone
Foundation, Boston Five Cents Savings Bank, Dartmouth College Real Estate
Advisory Board, and Greater Boston Real Estate Board.  In addition, Mr.
Friedman served as 2(superscript: nd) Lieutenant in the U.S. Army Signal
Corps from 1963 to 1964.

     Mr. Friedman received a B.A. in Philosophy from Dartmouth College.

     The National Capital Planning Commission is the central planning
agency for the Federal Government in the National Capital Region.  As such,
the Commission reviews and approves Federal construction proposals within
the National Capital Region and evaluates the Federal Capital Improvements
Programs for the Office of Management and Budget.
