         PRESIDENT CLINTON NAMES JOHN D. HOLUM AS UNDER SECRETARY
             FOR ARMS CONTROL AND INTERNATIONAL SECURITY AT THE
                         U.S. DEPARTMENT OF STATE

     President Clinton today recess appointed John D. Holum to be Under
Secretary for Arms Control and International Security Affairs at the
Department of State.  Mr. Holum was nominated to the United States Senate
on March 5, 1999, and his nomination is currently pending.

     Mr. John D. Holum, of Annapolis, Maryland, has served as the Director
of the Arms Control and Disarmament Agency, serving as the principal
advisor to the President and the Secretary of State on arms control,
nonproliferation and disarmament issues. Mr. Holum previously served as
legislative director for Senator George McGovern and was a member of the
Policy and Planning Staff at the United States Department of State from
1979 to 1981.  He practiced law for twelve years with the firm of O'Melveny
& Myers, concentrating on regulatory and international matters.

     Mr. Holum received a B.S. from Northern State Teachers College and a
J.D. from the George Washington University School of Law.

     In his capacity as Under Secretary of State, Mr. Holum will serve as
senior advisor to the President and Secretary of State on arms control and
nonproliferation issues.
