PRESIDENT NAMES DAVID W. OGDEN AS ASSISTANT ATTORNEY GENERAL FOR THE CIVIL
                   DIVISION AT THE DEPARTMENT OF JUSTICE

     The President today announced his intent to recess appoint David W.
Ogden as Assistant Attorney General for the Civil Division at the
Department of Justice.

     Mr. David W. Ogden, of Arlington, Virginia, has served as Acting
Assistant Attorney General for the Civil Division since February 1999.  He
previously served as Chief of Staff to Attorney General Reno and as
Counselor to the Attorney General from 1997-1998.  From 1995-1997, he was
Associate Deputy Attorney General.  He was Deputy General Counsel and Legal
Counsel at the Department of Defense from 1994-1995.  From 1988-1994, he
was a partner with the Washington firm of Jenner & Block.  He was a partner
with firm of Ennis Friedman & Bersoff from 1986-1988, and from 1983-1986
was an associate with the firm.  He served as a clerk to Associate Supreme
Court Justice Harry A. Blackmun from 1982-1983 and as a clerk to the
Honorable Abraham D. Sofaer, U.S. District Court Judge, Southern  District
of New York, from 1981-1982.  He was an adjunct professor of law at
Georgetown University Law Center from 1992-1995.

      Mr. Ogden received a B.A. degree from the University of Pennsylvania
and a J.D. degree from Harvard Law School.

     The Civil Division at the Department of Justice represents the U.S.
government, its departments and agencies, members of Congress, cabinet
officers, and other federal employees.  Its litigation reflects the
diversity of government activities including the defense of challenges to
Presidential actions, national security issues, benefit programs, energy
policies, commercial issues, accident and liability claims, and violations
of immigration and consumer protection laws.
