PRESIDENT CLINTON NAMES JAMES CHARLES RILEY AS COMMISSIONER OF THE FEDERAL
MINE SAFETY AND HEALTH REVIEW COMMISSION
The President today recess appointed James Charles Riley to serve as a
Commissioner of the Federal Mine Safety and Health Review Commission
(FMSHRC).
Mr. James Riley, of Arlington, Virginia, has served as a Commissioner
with FMSHRC since 1996. Prior to his nomination to the Commission, Mr.
Riley served as a member of the Wage Appeals Board and the Board of Service
Contract Appeals at the Department of Labor. He served for several years
as the Chief Counsel and Staff Director of the Subcommittee on Labor
Standards, Occupational Health and Safety Committee on Education and Labor,
U.S. House of Representatives. Mr. Riley also served in the Carter
Administration as the Executive Assistant to the Deputy Under Secretary of
Labor.
Mr. Riley received a B.A. degree from Loyola College in 1971 and a
J.D. degree in 1986 from Columbus School of Law, Catholic University of
America.
FMSHRC was established by the Federal Mine Safety and Health Act of
1977. The act governs compliance with occupational health and safety
standards in the nation's surface and underground mines. FMSHRC is
responsible for deciding cases brought pursuant to the Act by the Mine
Safety and Health Administration (MSHA), mine operators, miners or their
representatives. These cases generally involve a review of MSHA?s
enforcement actions including citations, mine closure orders and proposals
for civil penalties.
