Increase the capacity of AIDS housing and service providers to develop, operate, and evaluate housing programs for persons living with HIV.

1. Ensure the availability of technical assistance and other support for nonprofit providers.
2. Authorize technical assistance activities in HUD programs for HIV-related nonprofit providers and grantees.
