Health Care Financing Administration

The Health Care Financing Administration (HCFA) administers the Medicaid and Medicare programs. Over 50% of adults and over 90% of children living with HIV/AIDS depend on Medicaid for their health care.

The Health Resources and Services Administration (HRSA) provides support for a broad array of primary care, supportive service, and training programs.

 

The Bureau of Primary Health Care operates a number of programs that support direct care of people living with HIV and AIDS, or that help to train direct care clinicians, including:

  HIV/AIDS Bureau

The HIV/AIDS Bureau's primary responsibility is the administration of the Ryan White CARE Act. Information is available on each of the various CARE Act programs on the following sites:

  • Title I: Emergency grant relief for major metropolitan areas
  • Tile II: HIV care grants for states
  • Title III: Early intervention services
  • Title IV: Pediatric and youth care
  • AETCs: AIDS Education and Training Centers (see a directory of the Centers)
  • SPNS: Special Projects of National Significance
  • Dental Reimbursement: Grants for dental care for persons living with HIV and AIDS
The Indian Health Service is responsible for providing care and prevention services to Native American Indian and Alaskan Native communities. Information is available through its HIV Center of Excellence at (602) 263-1502. It also maintains a list of links to other HIV/AIDS resources.

The Department of Housing and Urban Development is the cabinet-level agency led by Secretary Andrew Cuomo that administers housing and related services for homeless and "at risk" persons living with HIV/AIDS

The Department of Veterans Affairs is the cabinet-level agency that has principal responsibility for caring for veterans. The Department is led by Secretary Togo West, Jr. It is the largest provider of HIV care in the country.
