   PRESIDENT CLINTON DESIGNATES LAWRENCE M. BASKIR AS CHIEF JUDGE OF THE
                   UNITED STATES COURT OF FEDERAL CLAIMS


     The President today designated Lawrence M. Baskir as Chief Judge of
the United States Court of Federal Claims.

     Lawrence M. Baskir, of Chevy Chase, Maryland, has been a judge on the
United States Court of Federal Claims since 1998.  Prior to assuming the
federal bench, Baskir served as Principal Deputy General Counsel for the
Department of the Army (1994-1998).  Baskir was a private practitioner from
1981 to 1994.  He previously served as Legislative Director for Senator
Bill Bradley (1979-1981); Deputy Assistant Secretary for the Department of
Treasury (1977-1979); Director of the Vietnam Offender Study at the
University of Notre Dame Law School  (1975-1977); and Chief Executive
Officer and General Counsel to the Presidential Clemency Board for Draft
Evaders and Deserters (1974-1975).

     Baskir also worked for the Senate Judiciary Committee as Associate
Counsel and Staff Director to the Constitutional Rights Subcommittee
(1969-1974); Chief Counsel and Staff Director to the Separation of Powers
Subcommittee (1968-1969); and Counsel to the Constitutional Rights
Subcommittee (1965-1967), all chaired by Senator Sam Irvin of North
Carolina.  From 1964 to 1965 Baskir was Counsel to the House Judiciary
Committee, and worked as an associate at Weaver and Glassie from 1963 to
1964.  Baskir received his A.B. degree, magna cum laude, from Princeton
University in 1959 and his L.L.B. degree from Harvard Law School in 1962.
