                     STATEMENT BY THE PRESS SECRETARY

     The trial judge in Archibald Schaffer?s case concluded that there was
insufficient evidence to support his conviction.  The judge also said that
the statute required him to impose a sentence that was neither just nor
fair.  The President believes that what happened here was wrong.
