PRESIDENT CLINTON NAMES JAMES F. DOBBINS AS ASSISTANT SECRETARY OF EUROPEAN
AFFAIRS AT THE DEPARTMENT OF STATE
President Clinton today announced the recess appointment of James F.
Dobbins as Assistant Secretary of European Affairs at the Department of
State. Mr. Dobbins was nominated to the Senate on September 26, 2000.
Mr. James F. Dobbins, of New York City, is a career member of the
Senior Foreign Service, Class of Minister-Counselor. He has served as
Special Assistant to the President and Senior Director of the National
Security Council Staff for Inter-American Affairs, Special Haiti
Coordinator, Special Somalia Coordinator, U.S. Permanent Representative to
the European Community, Principal Deputy Assistant Secretary of State for
European Affairs, and Deputy Assistant Secretary of State for European
Affairs. Mr. Dobbins has also been a Senior Fellow with the Rand
Corporation and with the Council on Foreign Relations. Mr. Dobbins
currently serves as the Special Advisor to the President and Secretary of
State for Kosovo and Dayton Implementation.
Mr. Dobbins received a B.S. in International Relations from Georgetown
University.
The Assistant Secretary of State for European Affairs assists the
Secretary of State in the conduct and oversight of all aspects of U.S.
relations with Europe.
