The purpose of the CNS is to advise and assist the NSTC to increase the overall effectiveness and productivity of Federal efforts in national security research and development (R&D). The CNS will address the technical aspects of national policy, planning and administrative matters that cut across agency boundaries and shall provide a formal mechanism for interagency policy review, planning,and coordination, as well as exchanges of information regarding R&D required to maintain national security.
