Subcommittee II: Opportunities and Obstacles

Issue:
International Megaprojects

Meeting Date(s):
6/3/94, 8/23/94, 11/7/94, 12/21/94

Outcome/Process:
Reviewed opportunities and impediments to internationalizing "big science" projects.
Formulating criteria for project internationalization.
Developed a U.S. follow-on proposal to the OECD Megascience Forum, setting up a new mechanism for implementing international scientific collaborations.


Issue:
IPR Concerns in Bilateral S&T Agreements

Meeting Date(s):
5/6/94, 6/30/94

Outcome/Process:
Discuss agency concerns over delays in S&T agreements caused by disputes over IPR provisions.
Worked toward interagency consensus for reaching resolution in negotiations with France, Australia, Canada and other countries.


Issue:
Administrative Barriers to U.S./Russia S&T Cooperation

Meeting Date:
7/21/94

Outcome/Process:
Designated an interagency group that is working (with a corresponding group of Russian officials) to eliminate bureaucratic barriers to scientific collaboration under the auspices of the Gore-Chernomyrdin Commission


Issue: U.S. Policy Toward IIASA (jointly with CENR)

Meeting Date:
8/30/94

Outcome/Process:
Preparing a U.S. policy recommendation for continued support of IIASA, with special attention to strengthening the merit review process for projects, and a gradual shift of research focus to the problems of sustainable development and economic transformation.

S&T Initiative for the Summit of the Americas

Outcome/Process:
Preparing a proposal for a gathering of senior science officials for submission to the Summit Organizing Committee and the NSC Deputies.


Issue:
Policy on International Exchange of Weather Data

Meeting Date(s):
10/28/94, 12/20/94

Outcome/Process:
Coordinating efforts to deal with an initiative within the World Meteorological Organization to restrict the commercial use of weather data.


Issue:
Planning a Public Forum on International S&T

Meeting Date(s):
11/1/94, 12/9/94

Outcome/Process::
Planning a Forum for the Spring of 1995 at the National Academy of Sciences to present the Administration's vision and accomplishments on S&T cooperation to promote U.S. economic and national security interests, and obtain inputs from non-governmental sources.


Issue:
Title V Report to Congress

7/13/94, 8/15/94, 10/15/94

Outcome/Process::
Coordinating preparation of narrative section of 1994 report. Selected topics: (1) technology commercialization; (2) population, development, and the status of women.


Subcommittee III: Science, Technology and Global Issues

Issue:
Research and Development for International Population Stabilization

Meeting Date:
8/15/94

Outcome/Process::
Brought together representatives of all agencies that participate in federally-funded research on biological and reproductive aspects of population stabilization. Began process of identifying gaps and overlaps in the research portfolio. Follow-on activities will define the new government R&D agenda in this area, including other aspects of the problem, such as health, nutrition, education, etc.


Issue:
Research and Development for International Food Security and Nutrition

Outcome/Process::
Began process of reviewing the status of federally-funded R&D that addresses global food needs for the next 25 years. Focusing on understanding the need for R&D, and the multiple dimensions of the food security issue. Future activity to include possible recommended changes in federal R&D support.

Review status of current cooperative efforts, and discussed draft OSTP paper on new strategic priorities.

Outcome/Process:
Reviewed status of current cooperative efforts, and discussed draft OSTP paper on new strategic priorities.


Issue:
