The Administration supports House passage of the amendment in the nature of
a substitute to H.R. 436 to be offered by Chairman Horn, the sponsor of the
bill. The Administration intends to advise agencies on criteria to be used
in exercising the authority to exempt classes of debts or loans from sale
as provided in H.R. 436.
