LAW NUMBER: P.L.106-392 (H.R. 2348)
BILL TITLE: Cost Sharing for the Endangered Fish
Recovery Implementation Programs for
the Upper Colorado and San Juan River Basins
BILL PURPOSE: (1) Authorizes combined Federal and
non-Federal expenditures, not to
exceed $100 million during FY's 2001-2007, for capital projects for the endangered fish
recovery implementation programs for the Upper Colorado River and San Juan River Basins in
the States of Colorado, Utah, Wyoming, and New Mexico; (2) Authorizes appropriations of
$46 million for the Federal share of those projects and requires the other $54 million to be
contributed by non-Federal entities; and (3) Authorizes the use of $60 million in Federal power
revenues for operational funding for the programs.
OMB ESTIMATE: P.L. 106-392 provides for
the use of two funding sources for program
activities which include borrowing from the state of Colorado, and the use of proceeds from
electricity sales.

The difference in FY 2005 between OMB and CBO's PAYGO estimates is the result of
different assumptions about the rate of inflation.
