The Federal Credit Reform Act of 1990, as amended, is the legislation governing Federal credit budgeting and the administration of credit programs.

OMB Credit Guidance

• Circular A-11, Section 85, Federal Credit Data provides guidance on credit reform concepts, formulation of credit budgets, and entering credit data into the MAX database.

• Circular A-34, Appendix C, Federal Credit Programs provides guidance on budget execution for credit programs.

• Circular A-129, Policies for Federal Credit Programs and Non-Tax Receivables provides policy guidelines for developing, implementing, and managing credit programs.

Budget Publications

Each year, the President transmits the Budget of the United States Government to the Congress. In addition to the six formal budget documents, supplemental materials are also available including the Federal Credit Supplement. Most of the tables are also available in spreadsheet format. This site provides materials from the most recent budget as well as materials from previous budgets since the Budget for fiscal year 1996.
